I'd just urge caution. The last photo I saw of a "Black-billed Magpie" in the Central Valley, it was feeding with Yellow-billeds, and it was the SAME size as the Yellow-billed Magpies it was with. More likely a pigment anomaly than a 'vagrant', in that case. I am not aware of any well-documented records for the CV, but if anyone knows of one, let me know.
